The CMBR looks like an ~3K blackbody because

1. the early Universe was 3 K.
2. the matter in the early Universe was moving at phenomenal speed.
3. the light has gotten tired out and needs a rest.
4. the expansion of space stretched the light so that it is now redder than when it was emitted.
